The Marquess of Lansdowne to Sir E. Satow.

I HAVE received your despatch No. 315 of the 7th ultimo, inclosing copy of a despatch from His Majesty's Consul-General at Shanghae relative to the delays which had occurred at that port in the issue of drawback certificates, together with correspondence which has passed between you and the Board of Foreign Affairs with regard to the stipulations of the Treaty of the 5th September, 1902, which relate to that and other matters, in connection with which special arrangements or the issue of instructions will be necessary.

I approve the representations which you have made to the Chinese Government on the subject.

I request that you will report whether steps are being taken to draw up Regulations for bonded warehouses in accordance with Article VI of the Treaty.

I should also be glad to learn whether anything has been done in the matter of opening Kongmoon to foreign trade as stipulated in Article X, and whether the other provisions of that Article have now been fully carried into effect.
